Migration form CakePHP v2 to CakePHPv3 Phase2

We started with the initial migration from CakePHP v2 to CakePHP v3 in December 2016.
The following Controllers were migrated:

AccessProvicers
Dashboard	Replaced Desktop for new look and feel
DynamicDetails
Profiles
Realms
Ssids
Tags

Phase 2

This will cover all RADIUS users.
Once this is migrated the next phase will be to migrate the controllers that is related to these controllers
